well...what's your view or the point you want to get across?

did you want to argue that the gov't overspends? that it misspends? that the budget process should change?

you first need to establish your thesis (or arguement) and go from there.

You could quote the bumper sticker I saw the other day:
"Don't steal. The goverment does not like competition."
But seriously.
If I were you, I would start an essay on goverment spending by stating what the responsiblities of a goverment are, how the funds are raised, for whom the funds are raised, and then round it off on how badly the US Congress has set an example for rest of us.
