Poseidon is the ruler of the sea who punishes Odysseous, but Zeus is the ruler of all the gods. I would go with B. Zeus because if I remember correctly from reading the book, Zeus does punish Odysseus becasue he is afraid of angering Poseidon. Athena is completley on Odysseus' side, and Circe is one of the gods who seduces Odysseus and holds him up from returning home.

So my final answer by process of elimination is B. Zeus

The chief ruler of the gods is Zeus, but in the Odyssey, it was Poseidon who punished Odysseus if I remember correctly.

Did you read the book? It's been awhile for me.
