i agree with the answer of "only when you need to" I didn't start until I was 14 or 15, not because I hit puberty late or my mom wouldn't let me, I just had such soft fine blonde hair that you couldn't see it or even feel it until that age, so there was no need to shave. Once I started shaving the hair (of course) wasn't so fine, but it'd already started to get dark enough to see, so I didn't care anyway.
Don't shave just to keep up with your friends, but if your hair is dark enough to be seen, or is especially coarse, than your mom should understand that it's time, whether she was a year older or not.
If she really gives you a hard time, try making a deal with her...perhaps just your ankles or your lower legs at first so you can still wear Capri-style pants without showing the hair, but you won't have the huge responsibility of shaving your entire legs all the time, plus she can keep up her "my little girl" opinion of you just a little longer.
I think a lot of mothers give their girls a hard time about this because once they start shaving their legs, they start shaving their upper legs (especially in the summer, you want to get every hair if you're wearing short-shorts or a bathing suit!) and eventually they start doing the bikini line, and then they decide to experiment by "trimming" their pubic hair, and eventually shaving it all, because they're curious, or because their friends do it, and once mom realizes that that's inevitable she'll realize that sexual experimentation is just around the corner. What a way to scare a mom huh? And what a way for mom's to jump to conclusions....
You say---"mom, i want to shave my legs because I look like bigfoot in my shorts"
She hears---"mom, I'm having sex with boys"
She says---"you're grounded for life, and you're not allowed to date until you're 35!"

I started when I was 12 1/2 I had been asking my mom since I was 8 b/c ONE of my many friends started too. However, I am glad I waited I would recomed 11-13 whenever you need to and then I probably would before High school starts unless you really dont need to. b/c kids can be mean lol

Why do you need permission to shave your legs? I just started shaving when it seemed like a "normal" time to do so...I think it was around age 11. And I didn't ask my mom if I was allowed...I just did it. What's the big deal?

Usually when a girl reaches puberty and her armpits start sproutting a mass of dark hair she starts shaving. I was about 11 when I started shaving. My daughter was about that age as well.

Well, i did when i was 12. I think you shouldn't start shaving because the hairs on your legs will grow thicker. So, try waxing, it lasts longer. but if u still wanna shave then u gotta make sure u shave every two days or so

I started shaving when I was like 10. I wouldn't advisei t though. Once you start you have to always do it and it really is a pain.
