I'm betting your PC is infected with spyware and viruses. My second guess is that your hard drive is full and / or you only have 32 megs of RAM. My third guess is that you're running something in the background that is legit, but not running right.

First, check to make sure you've got enough hard drive space and at least 64 megs of RAM.

Second, I'd take out that hard drive, make it the secondary drive in a "clean" PC, and have that second PC scan the first PC's hard drive for viruses.

If that doesn't work, I'd use msconfig to turn off all the startup items, and add them back one at a time until you find the culprit.

I am on a Pentiium III w/Win98. No problem.

First, after having fun with screensavers, I set mine to blank. Screensavers eat memory.

Second, clean up your Startup menu. Only load those programs you use daily. For the others, you can wait a minute or two until they load.

Do some housecleaning:

- Are you in a large file? If so, save frequently to restore full memory access. (Your work remains in memory until you “save” it to disk.

Click Start, Programs, Accessories, System Tools:
run a disk cleanup, a scandisk and a defrag.

From IE, click Tools, Internet Options
delete cookies
delete files (offline files)
clear history (set days to save to 0 if you want)
click o.k., and Restart

All these things should be done regularly. The more frequently they are run, the less time they take.

So, what exactly your question? Why it is doing these things? It's an older machine, you should haveit checked out and tuned up by a computer repair store or your local nerd. May be an issue with the CPU itself, but I couldn't say much with your description

Good Luck!
