We would refer to that person or to that culture as "ethnocentric".
I really do believe that that is the word you are looking for:
ethnocentric
One entry found for ethnocentric.
Main Entry: eth·no·cen·tric
Pronunciation: "eth-nO-'sen-trik
Function: adjective
: characterized by or based on the attitude that one's own group is superior
- eth·no·cen·tric·i·ty /-sen-'tri-s&-tE/ noun
- eth·no·cen·trism /-'sen-"tri-z&m/ noun
Fear of other cultures, as in "xenophobia," is not implied. The individual or society under concern would in many cases be far to ignorant of other cultures to fear them. He or she is simply basically unaware of them.
I hope this helps.

"Ignorant" is a possible word for that.
But it is only considered ignorance when a person spouts off misinformation about other cultures. Choosing to study or not study another culture which they have no daily interaction or discussion about is not neccesarily ignorant.

Unknowledgeable, uninformed.
Perhaps a related term is more apt? One that describes people who fear outsiders? Xenophobic.
