How about using an iron? Set the heat according to the fabric of the skirt. If there is a nap to the fabric (such as courduroy or velvet) it might be best to iron it inside out. You can also try hanging it in a steaming tub or shower, just don't get it wet, and smoothing the fabric with your hands. It will be a bit damp but the hair dryer may help remove wrinkles as well, just don't blow 1500 watts so close as to ruin the fabric.

do you have a steam setting on your iron? steam it if you do. just because its dryclean only doestn mean you cant iron it, check the tag to see if you can and if so, iron it. otherwise spray a light mist of water over it and put it in the dryer for a bit on low heat. or get downy Wrinkle Release spray, it works...in the laundry isle.

Use the steam from your iron, toss it in the dryer on a very low setting, or place it in the bathroom and close the door while you take a shower...
