For many years, the cultures of the Middle East acted as repositories of knowledge, especially during the Dark Ages. There were many fine scholars in the Middle Eastern cultures.

Too bad they stopped any further advancement at the time, under the direct influence of the dictates of Islam.

It is certainly possible.

Alhacen's extensive writings influenced many Western intellectuals such as Roger Bacon, John Pecham, Witelo, and Johannes Kepler, so it is not inconceivable that Newton was familiar.

Newton is also credited with the discovery of calculus, though there is some question about that, as well.

Somehow Haitham's discoveries (and, since I know nothing about them, cannot comment on how creditable they may have been) did not make it to the attention of the world. Considering that that was the dark period of the Dark Ages, when there was little study of anything except Catholic theology, this is not surprising.
