Good question: the members in the House vote for a new Speaker. It is not a position the citizenry votes for. Obviously the party with the majority picks one of their own.

The members of the majority party vote for their leadership. This includes the postion of Speaker, Whip, etc. And then the minority party does the same for their leadership.
