The sun comes up at various points on the horizon, depending on the time of the year. Summer it comes up close to East, Winter South of East.

In the case of the St. Louis area, the summer solstice and the following 4 days afterwards would be the days when the sun comes up at its northernmost point. If you look at a globe, the northernmost point the sun will rise is at the tropic of cancer which is 23½ degrees north of the equator and runs just north of cuba.

anywhere in the northern hemisphere, there is a single day when the sun comes up farthest north, the day when daylight time is the longest, and if I am not mistaken it's the 22 or 23 of June.
