only because it covers 2 legs like a pair of socks and sounds better than a pair of pant or trouser

its short for Pantaloons. not sure if i spelled it right, but its a word from a long time ago...they used to be separate pieces of clothing that went on each leg.

i haven't heard ppl say a pair of pants and plus i don't know y we would say that it's just weird ,but if u think about it we say weird things in this country
