A neon is a type of cold cathode light. The neon gas directly emits the classic red-orange color. Some cold cathode lights use different gas fills which emit UV. The inside of these are coated with a phosphor that glows when excited by the UV. The color of the light is dependent on the mix of the phosphor. Practically any color of the spectrum is possible.

As far as I know, cathodes are cold and neons produce heat.
