when is the best time of the year to prune trees in Southeren California?

A overall answer is while dormant and just before growing season. This can differ from tree to tree.

If you have a deciduous tree like an Ash. Then this season is typically in February (although warmer areas of southern California may start sooner)

If it is an evergreen tree, then its season can vary for example. A California Pepper Tree will start its normal growth push in late spring so it's prime pruning time will be in March. An Italian Stone Pine (If you decided to prune it) Pushes out its "candle sticks" in mid summer so it's prime pruning time is around May / June.

If you don't want to bust out the loppers 3 times a year (as most people wouldn't) then January / February is a generic time to make the cut before you start to see new growth (new growth can start as soon as February).

I don't know. I live in Southern Florida. So the best time here in Florida may not be good for California. So I will just say thanks for the points. Good Luck.

Typically, February/March is the best time to prune any tree.
