An IR sensor: "sensor-operated system that automatically flushes the fixture when a user departs. The system uses an infrared proximity sensor to detect a user approaching the fixture, then it waits until the user departs. A solenoid is used to actuate the flush from a 6 volt battery inside the unit that also powers the sensor circuit."

it's a sensor. it detects any disruption in the beam that it shoots out. when disrupted, it counts for 3 secs then when the disruption goes away, a signal will be sent to the flush to activate.
