It would most likely depend on what type of book you're writing. A nonfiction book in which publicly released information are written probably wouldn't cause any trouble. But using someone's likeness in a way that is falsified or in a manner to gain profit without their permission could stir up legal troubles if they got it in them to do so. Depends on how picky the famous person chooses to be. And lately, they seem to be very picky and lawsuit-happy.
