People started wearing costumes to blend in with the ghouls and spirits that were able to return to "life" on all hallows eve and steal peoples bodies. They wore the costumes so as to confuse the spirits so they wouldnt be taken over.

back in Samhain, Celtics wore masks to scare away any spirits.
