I am assuming your asking about a steam radiator system for home heating. if you are then yes the radiators are pitched towards the pipe side and the air release vent is on the high side.

Thus when the steam condenses the water drips down the pipes and back into the boiler. That is why on a steam boiler you should be letting out some water from the boiler once a week during the heating season, to get any rust out of your boiler.

I believe they mean to install them so the pipes slope down from the radiator so you can drain the radiator if necessary.
