No... for the most part.

The DMCA explains this (Digital Millennium Copyright Act). In short, it's illegal to share files. Note the word *share*. Copying or uploading or even allowing the uploading of these files IS illegal.

Internet crimes usually fall under federal, FBI jurisdiction.

It's a copyright violation if there is a violation...Exclusively federal because Title 17 says so.
