what could be wrong. i push the leavel in and they come on but when i let go of it they go off.

Does this have the automatic "dim"in the system? The older ones used to have it on the mirror, I don' know about the latest ones! Try covering up the sensor, - or turning off the "automatic" if that option is possible!
I would think the relay is ok, but there is an outside possibility that it could "open" the solenoid coil when it heats up! Or the switch on the column is bad (I had this problem with an older caprice classic, but I thought they all have relays now!)

Try pushing the lever in the opposite direction. Sounds like you're just 'flashing' your hi-beams.
