Who's the worst serial killer of all time?

I was watching a show today on serial killers, and they profiled a few of them, like Ted Bundy and John Wayne Gacy. I was disappointed that they didn't profile Albert Fish, who I think was the worst, based on the fact that he tortured, killed, and ate children.

So, who is the worst?

Stalin or Hitler would both go close but there could be others. I think the sort of killers you list are feable compared to those two.

He was a well-known and feared persecutor and murderer of early Christians until an encounter on the road to Damascus led him to convert to Christianity... and became Paul, possibly the greatest apostle of all.

I think the real question should be who is #3? Stalin is definately the worst, Hitler was the second. But, who is #3?
