Click start > right click My Computer > properties > system restore tab. Make sure the box to Turn Off System Restore is unchecked, and make sure the slider is not set to minimum.

Since you don't give any specifics about why you can't use system restore or what happens when you try to use it, this is the best I can do.

If you go into "system restore", you can choose to make a restore point. I do this before any updates.

Ummm..i too had encountered dis prob....i tired.. doing it in safe mode..rather than usual normal operational mode...and it worked
To get into safe mode..while yr operating system is booting up..press and hold the "F8 key" ..until u get some message on the screen displaying advanced windows options..and from there u can select to boot up in "safe mode"
After accessing dat.. u can try running yr system restore application
To get out of d safe mode..simple restart d system..
