For prefesional reasons, modest, comfort, and many other things. Some women may not mind, but others tend to hesitate undressing in front of people. Plus it could be considered sexual harrassment to watch a patient undress. less chance of a lawsuit. And sometimes they have other things to do that are more important than watching people undress. It's why it takes them so long to return. You could just ask them sometime. Though there would be extreme discomfort in answering that question.

It's to maintain the clinical atmosphere. We tend to get undressed in front of lovers or other people we are very comfortable with. Since there's no medical benefit to watching you undress, the doctor leaves the room so as not to make you feel icky, and keep your interactions professional.

When I go to Ob-Gyn it's the Nurse or LPN who ask me to undress and put on their gown in preparation for the Dr coming in. Reminding me to have the gown opening to the front. They exit to allow me to undress in private. The Dr or Phy Asst will come in and find out why I'm there... or to confirm what they have the patient ticket coding. They then wash their hands and with another Nurse or LPN the examination begins. She may be providing moral support to me or assistanting the Ob-Gyn with the exam, providing tools etc... Taking a sample to the lab etc... Usually he or she is talking to the patient and getting more details. They may be providing the patient additional information. Usually they will step outside, the nurse will ensure that I'm sitting up and ok to put my clothing back on. He may go jot chart notes and come back in with additional information or samples etc.. I believe they offer a bit of privacy when they allow you to dress or undress in private. If it's bad news, it allows me a few personal moments to get my emotions in check. It allows them also an opportunity to see another patient almost back to back. With hand washing in between exams.
Jules168 is giving a great answer.

It's the assistant that leaves the room, not the OB-GYN. The OB-GYN is too busy finishing up the other patient's exam before they get to you.

It is a rule. They are there to examine your vagina not "watch you undress" when I was in nursing school I was told that I should be worried/concerned if they didn't leave the room. So far, all my docs have left and allow me to undress.

Two reasons
1. They're very busy people and got lots of other things to do for 5 minutes.
2. Someone accused a doc of getting his jollies watching women undress, and ever since docs have been told that they must leave the room. I know, it sounds stupid, but it's true.
EDITED EXTRA:
Gosh, I said the EXACT SAME THING as the following posts, and someone gave me a thumbs down and them a thumbs up? What's up ladies??? jeez!!!!

It is important to adhere to the rules in order that the boundaries stay in place, particularly in situations like this.
Undressing itself is sensual, vulnerable. This is supposed to be a business transaction for the benefit of your health. It preserves the boundaries, and the mutual respect. It desexualizes the procedure.

Well to have him/her/look up there is what you are there for and there is a nurse there---it is to protect himself and you from inapropriate behaviour and also the doctor from amorous advances or wrongful lawsuits. This is standard procedure for ALL Doctors of all fields.

Professional courtesy. Granted they will see it all anyway, most women are uncomfortable. This kinda helps.
