There are a lot of possible answers. However, when you add together poor job prospects, a generally dismal economy, high crime rates, decaying infrastructure, lousy weather, and a lack of any real cultural life, most of the Great Lakes factory towns come out high on the list. Although there are some exceptions and signs of hope even in places like Cleveland and Detroit, your best bet is to steer clear of the whole region. In general, the old industrial cities are going to be lousy places to live anywhere, this is certainly true on the East Coast. It's also true to a lesser extent in the South, but at least the weather is better.

Depends on what's important to you - low cost of living, weather, jobs, schools, etc.

Personally I can't stand Atlanta. Too hot, humid, and just an ugly sprawling place. Growing like crazy & uncontrolled. Strip shopping centers ripped out of the red clay everywhere you go. Cookie-cutter subdivisions spreading as far as eye can see -- and they advertise prices on big signs as you enter. Traffic is terrible, distances are immense & commute time long, everyone is from somewhere else and no one really cares for much more other than their job & house. I know it's not good to generalize either but overall that kind of environment doesn't lead to overly friendly people either.

But there are plenty of jobs there.

Depends on your priorities.
