It's only illegal to burn COPYRIGHTED dvd's. There are plenty of people who make home movies, etc, and want to make copies for friends and family.

Burning DVD's is NOT illegal -- Burning COPYRIGHTED DVD's without PERMISSION is illegal. If the DVD is not copyrighted, or if you have permissio of the copyright owner it is not illegal. ALSO: without burners, you wouldn't be able to make backup/archive copies.

All software allows you to burn one copy for your private use and as a safety backup--this is why all the software is out there. It is only illegal to burn software with the intent to distrubute or sell.
