Formal attire usually, the men are expected to wear a tuxedo and he women in format dresses. This would be my guess, that it is a black tie event. God bless

I thinks it's when everyone dresses in either black or white to a party.

I am familiar with Black and White Balls. People dress in those colors, mostly formal. It is a beautiful thing to see. Everyone looks so nice.
