Government would continue to function just as it does today, with little change. None of the State-level bill proposals would be passed.

If it's the Presidential election... hm... I figure the Vice President would have to take over the Presidency.

We would have no use for congress because congress is a group of people that represent "We the People" in their area and with no elections we would have a father figure, leader or decider with absolute power and we would no longer be a democracy.

The incumbent candidates would continue as they are until a new election could be organized. The empty seats would remain empty until the new election was held.
