I would say based on measureables that Owens is probably the better WR. In fact, if it wasn't for bad QB play in SF; he'd be in pretty good shape right now. He's got good size and decent speed but his strength is so crucial and the fact he goes up the middle so regularly is great for him.
CJ has better hands though and speed but Owens makes up for it.

Chad Johnson is hands down the best wide reciever of the two. Look at Owens, whenever he does not get his way on a team, what does he do? He bashes the quarterback. First, it was that Garcia was gay, then it was Donovan did not have the heart, now it is Bledsole not feeling to give him any passes. Has Johnson done any of this? Not at all, and he is an extremly talented reciever. look at some of the catches this guy has made. since carson palmer arrived, these two have formed an awesome tandem and make up the majority of the bengals.

He can probable bounce larger than any CB or WR accessible, so any capture isn't impossible for him. He could additionally run the ball, as he did interior the Playoffs while he picked up 20 yards on one play. He additionally broke the checklist for many TD's by way of a WR in his rookie season (17) and maximum TD's by way of a WR in one season (23).

That's actually a hard question. It's difficult NOT to focus on the immature side-show they've turn the game into. But, if they could actually learn to play the game with their mouths shut, then I'd have to say that Owens is probably a bit better (God, it pains me to say that).
