Baby oil. Use a paper towel or cotton puff and rub the skin with saturated oil. I have done a large number of triathlon races and they use marker to affix your number to your skin. This is the best remedy I have found.

Use a mechanic's hand cleaner like GoJo or Goop. But, Do Not wet your hand before using it.
