It doesnt seem like there is any logic behind it! Does anyone know of a formula?

It is set by the department of labor nationally, and independent states have higher wages than the national law.

There isn't a formula. It's set periodically at the federal level by the US congress and senate, and provides a minimum that all states have to honor. Many state legislatures have set a higher minimum than the federal one to apply to their state.
