The Cabinet is appointed by the President. They are like a board of advisers.
They do have some power, they can declare the Pres unfit to govern, then the VP takes over.

Constitutionaly the cabinet exists to advice the President. They can make policy recommendations, but he is in charge of the vision, mission, and final approval.
