There is said to be 100,000 drivers on local short tracks in a given year.Of thes drivers ther is about 100 that get the chance to advance to a touring level(Hooters Cup,ARCA,Craftsman Trucks,Busch,or Nextel Cup).
To start with the local tracks in street stock and advance up.It could happen he catches someones eye and gets a chance..
If this does not work then he could find a sponsor and build a lower division touring car.The attempt to move up.
Bottom line he has to be good enough to get a look from top team managers and owners.
If he really wants to start with a low budget racing check out the ledgends car series, some of these drivers have gone on to the next level.
Bottom line you can not start at the top, been there.

Nathan Scott (played by James Lafferty) is a fictitious character from the Warner Brothers' One Tree Hill TV series. There is a NASCAR-themed episode where he drives a NASCAR racecar. Jeff Burton also appeared in the episode. There's a guy named Adam Scott, who is a professional golfer. But there's no actual racer under that name that I'm aware of.
