Is it legal for me to rip a CD, with no intent of burning it or giving it away, from perhaps a library cd?

Better to play it safe
you can look it up in your state or country or local government--whoever handles this where you are laws and go from there
I do think, however, that you must own the cd to do this legally, but I cant be sure that it is the same where you are

No. Since you never bought the CD, you do not legally own a license for its contents.

It's okay I know alot of people that D/L alot of music & give them away they even copy the original CD as well.
