It is ithe moisture in our earth's atmosphere which causes the ring effect. Usually it's a sign that rain is on the way.

That almost always has to do with moisture and/or pollution in the air. The more moisture and/or pollution, the more of a "ring" you see around the moon. The type of pollution determines the color that you see as well.

It kind of like those halo ring around sun sometimes. Just light refracting through fog or moisture in air. Especially it can get foggy at night.

well if you watch practical magic it means there are bad times ahead.... a friend of mine says it means the next day will be filled with joy....so you pick which you beleive... I believe that it means bad times... I had my hamster die the morning after a moon with a circle around it
