The ball was kicked off and the team that recieved the ball was running for a sure td. The ref who called the play on the kickoff team blew the whistle when the kid was about 20 yards from a td. When play stopped the ref called illegal procedure on the kick off team. What is the rule here

A member of the kicking team apparently crossed their free kick line before the ball was kicked. The player in question running for a TD was merely running a dead ball and the refs were trying to stop the play and administer the penalty for the kicking team to kick off again.

Procedure calls can be any number of things.

For instance, the rules usually mandate that the teams have a certain number of men on the line of scrimmage, and violation of that would be a procedure call.

Another one would be that the man in motion in the backfield can't start running upfield (running towards one side is okay) before the ball is snapped.

There much be a dozen, and it all depends on the rules. Pro rules are different than college or high school rules. Without being on the sidelines, or the ref having a mic, you can't know for certain what the problem was.

The only illegal procedure possible (except for 12 men on the field) is that one of the players got ahead of the kicker. The receiving team should have continued to run for the T.D., and then declined the penalty.
