What does it mean when a guy says it?

if its someone you know I think Hes just complimenting you and being nice however if its someone you dont know too well He is probably showing interest.

I think that it would definitely depend on the person giving the "compliment". If it were a trusted friend or coworker, I would imagine it as a very nice compliment. If it's someone unknown, it might be a bit strange. All in all, it's not really very bad and unless it includes an inappropriate stare or grope, I wouldn't take it too badly.

i think that it is a good thing but a guy notices that you look elegant and i would take it as a good compliment and it might also be a little bit of a come on. so if you like him and think that he is cute i would ask him out and you never know he could be the one for you.

It means what he said. It's a good thing. Guys don't usually compliment for nothing and it could mean he finds you attractive. It's actually very likely!

That's a little old fashioned but yes I would take it as a compliment. He meant that you look nice. Leave it at that.

In my opinion, that is a very nice compliment. He means you look very attractive. To me, it sounds like it comes from a very mature and worldly person! Enjoy the compliment!

It is definitely a compliment no doubt. I can't answer with certainty if he is interested in you, but it is definitely a possibility.

Both. It doesn't necessarily mean that he is super interested in you, but it does show that he had been looking, and that he found you really attractive that day.
