Age doesn't matter. Books written by ten-year olds have been published. Books written by ninety-year olds have been published.
There are two schools of thought about an agent. The best agents are really an asset, and can certainly make a difference in getting your book published, or at least, seen by the right publishers. But the best agents don't usually take on unknown and unpublished authors. So when you are beginning, you have to do the work yourself. There is a book called Writers' Market -- it lists about 3,000 publishers, tells you exactly what each one wants, gives addresses of where to send your material.
The usual process is to send an outline (a one-page outline is best) giving the bare bones of the story, then include the first chapter. This gives the publisher some idea of whether you can a) actually write and b) pull off the story you have outlined.

If they like the outline and the sample chapter, they'll be in touch and ask for more. It's okay to send your outline and sample to more than one publisher, unless the Writers' Market listing says they will not accept multiple submissions.

i self-published a book of poetry through http://www.lulu.com/ (u dont need an agent for self-publishing)
Lulu are completely free and very easy to use. You can then buy a global distribution, or ISBN, which will put your book on Barnes and noble, borders, amazon.... i really like lulu, i think they are great. They also offer a great customer service if you get stuck. Once published with them, you automatically get the copyright, and u keep all rights to it. You can have books printed in b/w or color, hardback or soft back, and in a variety of sizes.
