The real question is whether you'll feel that "thing" for him if he becomes a better dresser and starts being more well groomed. Sounds like you won't. If you were really into him, you'd have said something like "I really like him, but" or "I love him, but. . ." But that's not what you said. You said that he's cute - as if you think that you're supposed to have that thing for him just because he's cute. Maybe, at a basic human level, he just doesn't do it for you. If that's the case, save yourself and him the drama and move on.

Here's my honest opinion: If your BF is over the age of 5, then, what you see is what you get. DO NOT try to change a man...it will not work, and will only make him unhappy.
Date him if you like him the way he is, but, if you DON'T, then do him (and yourself!) a favor, and keep an eye out for someone else.
And, no, I don't think you're being shallow at all; personal grooming is indicative of other, less obvious, qualities.

If you don't feel that "thing", dearheart, it's time to leave the relationship or try to spark it up. That thing is very important to a realtionship. Trust me, I've been in a good one for 26 years.

Question right back at ya-WHY is he this way? Is it how he prefers to be or because he doesn't know better or a $ issue?
It could be you could change it gently.
However,if you don't feel that "thing" just the way he is, you probably won't ever.
