What is the rationale behind that call?

I meant batter hits foul

NO the batter is out when he/she hits the ball fair/foul while touching home plate

Every square inch of the plate is fair so if the batter is hit on the foot, two things may have happened:
1 - the batter was out of the batter's box when he hit the ball, and he was hit in fair territory, so he's out.
2. the batter was running to first when he was hit, so, again he's out by being hit with a batted ball while in fair territory.
Now the source listed before is for Major League Baseball but I can't imagine the rule will be applied differently for softball.

If you are standing on the plat than yes it would be a penalty, but if you had your foot at the tip/edge then no it would not be a penalty. But that is for baseball mabey not softball, but I'm not sure if it is the same rule there as in baseball, it could be.
