ok, car maintenance? that's a little odd...
Don't think I'd light them on fire; danger of cops wanting to take you on a one-way ride to the police station for arson! I WOULD, however, if this is a real situation, call the health department! That is bad nasty!

tell her the smell is polluting the neighborhood be a annoying neighbor and if she doesn't do anything about go ahead light them on fire but put it out quick so you don't burn down there house and get arrested hehe.

That is discusting! I would call the town waste removal bylaw officer and get them to talk to her. If they are piled up outside it has become an environmental issue.
