$1200 before the desk and monitor is what I suggest you make your budget.

So if $1200 is your budget for the case alone you can get yourself a great PC.

It would really be nice if you specified what the PC would be used for or if there is any thing in particular you want or do not want in or on it.

Just go to staples business depot or future shop almost any PC within the $650-$1200 range will do almost everything even some high end gaming.

1.For Ram make sure you get at least 1GB. but 2GB will do you for almost everything.

2.Get a computer with at least 200GB of hard drive space.

3. Make sure it can read and burn DVDS but almost every PC will these days.

4. I suggest you go with an AMD processor dual core 4200+ or better.

5. This is not a need but it would be nice if the PC you got had an empty PCI-E slot in it or a video card that's not integrated occupying a PCI-E slot. So in other words try to get a PC that uses PCI-E and not AGP for the video card interface. Integrated graphics are still quite nice these days and can play many games well.

What I listed above should not be hard to find for around $800-$1200.

Depending on what type of PC your looking for I might make some other suggestions but this PC listed above can play many games well , view videos and browse the Internet very well and run many programs fast and stable as well.

One last note: As long as your not into very highend gaming or video editing in a workplace perspective a $1200 will be Super for almost everything else.

$1200 will buy you a really decent Athlon X2 4400 or 4800 with 2Gb of fast RAM, a good quality 250Gb disk and a decent 3D graphics card. Intel are just about the same performance as AMD but they consume much more power and don't cut power consumption down when idle. We are talking hundreds of watts. Have a look at shop.amd.com, they link to a lot of sites that do decent configurations for the money you want to spend. For a safe and certain alternative you could even go with Dell, they have good prices though they don't use the very highest performance chipsets.

Be sure that it has expansion slots for more memory in case you want to upgrade later on. Also make sure It meets the recommended requirements for windows vista operating system so you will know that you will be covered for a while to come.
