You found someone that used to own a 56 Bel Air. I completely rebuilt it from the ground up. Your question, how to stop the speedometer from fluxing back and forth. This speedometer is driven by a cabile inside a housing. The housing has a coller nut on the backside of the speedometer and one on the transmission. Remove the housing and cable, the cable is square on each end. Now clean the cable and housing, WD 40 work well for this. Using a push pull action will clean the cable and housing. Now pull the cable out and dry it off. Coat the cable with a graffite greese and re-install cable into housing. Now put it back on the car. The speedometer is driven by two magnets inside the housing. A shaft with square hole in it, is coming through the housing, put a few drops of oil on the shaft before installing the cable. Now it should work like new.

I had the same problem, I pulled the speedo cable out from down below@tranny and put lots of grease on it not oil, that stopped it.

new speedo cable should do it, but before you buy a new one, try shooting something like wd40 through the cable to see if it'll free up. Can't hurt, and it's cheap.

New cable and/or speedometer gear on tranny.

Replacing the cable should fix it.
