The rate of melting is dependent on the number of particles when dissolved. Table salt is NaCl, dissociating into Na+ and Cl-
Rock salt is CaCl2 and dissociates into Ca++ and 2 Cl-'s so 3 particles to the 2 of NaCl
Kosher salt is usually a coarser grained NaCl.
So the one that would melt faster is Rock salt

All these salts are essentially chemically the same. The only difference between them is the size of the granules. Any salt will melt ice by lowering the freezing point of water. I hypothesize that Kosher or large granule sea salt would melt faster because there is more surface area of the melting agent in contact with the surface to be melted. Salt that cities use on roads in not really that specialized, and many cities are facing a salt shortage again this year. Ankeny, IA, a town near me, is using Garlic Salt donated by a local spice factory on it's roads. EDIT: EXPERIMENT DESIGN: 4 cups contain 10 identical pieces of commercially produced Ice. One cup is the control and contains only ice. The other 3 are variables with an equal VOLUME (not weight) of Iodized, Kosher, and Road Salt. (Sorry, no Sea Salt in my pantry) The fact that I don't have access to a balance and had to measure my salt by volume sort of changes my hypothesis, but not my conclusion. Because a granule of table salt is smallest, there is more by weight than the other 2 salts in equal volume. In this experiment the table salt will melt it's cup of ice faster than the Kosher and road salts. This will show that surface area is more important than the chemical composition of the salt used.

the finer the grains, the faster it can melt ice. regular tablesalt works just fine, unless kosher salt has finer grains...
