Ok i have a website and on it you can listen to music.

is this legal for people to do?

Yes, as long as they cant download the songs off your web site. Then in would be classified as pirating, and be charged with an federal offense.

According to the new copyright laws, effective since early 2006, no, it is not legal, unless you have permission from the original artist.

Post music? Do you mean Stream music? Well that depends on you server if they allow music streaming.
