Depends on what you're trying to do. Brains won't help you lift weights (though they might get you out of having to lift weights), while brawn won't help you pass a math test. It's not a matter of which one is better, it's a matter of which is the right tool for the job at hand.
Also: by brains, do you mean intellect, cleverness or wisdom? They aren't the same, you see. Lots of book smart people aren't especially savvy in terms of people smarts or street smarts, and almost no one I know who is street smart is as wise as he thinks he is. If I had to choose one of those three, I'd go for wisdom with cleverness a close second. Of course, that might just be my book smart self wanting more of what I don't have enough of. 0;)

Both brains and brawn are important in Amazing Race, although the brains part is a bit ahead. You definitely have to use your brain to think of the best strategy that would fit your team, such as understanding the instructions and thinking of fastest way to get to a destination. Also you use your brain while accomplishing the roadblocks and detours so you can device a way to finish them as fast as possible and to make sure you are doing them properly. But of course, you must also be physically capable to perform the tasks assigned in the roadblocks and detours. If you are not strong and fast enough, you might lag behind the other teams. What's the point in joining the race if you don't aim for the win?

both necessary to a certain extent for one must have the brains to use the brawn at the proper time or else failure may result

brain. without thinking power brawn(muscle power) will do you no good. you need both.
