Personally I think it's rude and I hate it, especially if it's another man looking or staring me down as if he's undressing me. It makes me nervous and paranoid to the point that I do say something which usually doesn't come out my mouth to good.
If it's a woman I ask her if I wearing or doing anything that offends her or she doesn't like about me and she either turns away or tells me if she is offended by something.
Then there r those people who don't realize the r staring and r embarrassed noticeably when u bring it to their attention and they blush and they make me smile.
But for the most part it usually is when someone likes u or is imagining something naughty with u in their mind, I've done it plenty of times admittingly.

Usually when I catch them staring at me or when I find them attractive. I dont like people who stare at other people who are handicapped, have a disability, or who look different from themselves, If I see someone acting in such a misbehaving way, then I really start to stare at them and make them feel like the real @ss, its a lot of fun doing it too!! LOL

I never stare at anyone. Every because I hate to be stared at. If someone catches my eye I look away. I guess because either they look good or odd.

Last week, seen the most beautiful child I"d ever seen, couldn't tell if the child was her or him, but the curls and those big brown eyes were just to be admired by all,the child was about 3 months old

lots of reasons. when they are wearing a yarn embroidered vest with pictures of pumpkins and candy corns. when they are extremely attractive. when they want to be looked at and are doing something odd.

Because one of their body parts dropped off and landed on your new shoes leaving unsightly blood spatters all over them.

if they are doing something unusual, wearing something strange, talking loudly or perhaps they are not what i am accustomed to seeing for example--a little person, or extremely tall person....
