Do you mean someone has blocked you from accessing their website? if so then you can't do anything at all.

But in university or colleges or even in the office, the administrator block some websites to maintain the security and you can't do anything at all.

I belong to three websites that you have to be invited in to.
Two are international. One has a even a background check with an entry fee.
