Only if it was proven that you had been experimenting with genetic modification. If it was a natural mutation, you wouldn't be prosecuted.

If the RSPCA misunderstood what a Cat o' nine tails was, and they believed cruelty was done to give a cat nine tails, or they heard he was swinging a cat where there wasn't room, then they would need a whip-round for their education.
But if they heard a cat o' nine tails was being used against any animal apart from a human being, then they would be right to prosecute.
If the cat o' nine tails was being used against an unwilling human then the police rather than the RSPCA should get involved.
If it is being used on a willing partner, then good luck to the two of them.

No. Because it's a whip. With 9 strands. THe strands are knotted and soaked in water. They harden when they dry and take off more flesh when used.
The 'not enough room to swing a cat' refers to the cat o' nine tails and not your moggy...
