It depends, if the warrant is a local warrant that didn't make it to the National computer system, then they wouldn't know about it. But if the warrant is in the National system, then they may not give you a passport. Why don't you just take care of your warrant? sometimes its just easier to deal with the problem then to ignore it, becuase it won't go away by itself.

the final decision is up to the state department. while there are no questions on criminal activity, they do a background check.

If there's a warrant for your arrest and you want a passport, does that mean you're planning to be a fugitive? I'd say, don't get a passport - get a lawyer!

Doubtful. You can not leave the country if you are on say probation. Getting a passport would just be seen as a way to flee the country. I doubt you can renew your license without them finding out.
But then again I could be wrong.
