Why is it that we call it small talk? I mean look at how much it actually says....

"You are important enough to me that I want to talk to you."
"You look as bored as I am, let's look busy together"
"I am feeling ok right now, but I might get a little pissy if I have to fight the rain and traffic. Driving can be scarry."
"I really miss the sun. I am so depressed."
"Man I love the anticipation of Fall. Holidays. Warm feeling."
"I am proud of my kids. There is something I did right."
"Maybe if we just sit here and throw out meaningless ideas we might find something meaningful to talk about."
of course it could say....
"I have nothing meaningful to say to you anymore because you don't make me feel good about myself. I am being superficial because I really don't want to be in a conversation with you. I am just trying to bow out with grace here."

How is any of that talk "small"?

I think it depends on the people who are talking. Some small talk I've heard simply sounds like people trying to talk...just to hear themselves. But if two people know each other well, the small talk can be just as good as the deep conversations :)

I wouldn't say overrated, but it's better than nothing.

Small talk is pointless, get to the important stuff

It's stupid mostly. Useful, but who really cares about the weather or what somebody does for a living. It's banal and should be outlawed.

Yes at times. I don't like people who talk to much. They scare me.
