Terrorism I think is defined as a means to elicit a certain favorable political response from your adversary by attacking your adversary’s civilian population purposely. Regular military action, conversely, seeks to elicit a political response by attacking military and political installations that are also involved in similar acts, and are fit to retaliate. Now sometimes civilians will get maimed or even killed in convention military endeavors, but it is not the main goal for conventional military strikes to increase civilian death count, where in terrorist actions, the higher the civilian death toll, the better.
So the distinctive factor between terrorism and standard military aggression is intent, and what party are you foisting your aggression on. Hence, I don’t think that Israel’s strikes against its neighbors can be categorized as terrorism in the truest sense, because its ultimate aim is to defend itself by attacking military outposts. Sometimes civilians get in the way and that is tragic. But Israel is in such a precarious situation, that UNLIKE our situation in Iraq, Israel really has no other option. Trust me, if Israel were to act like the terrorists, the death toll from the latest incursion into Lebanese soil would not have been in the hundreds. Instead, with Israel’s sheer military prowess, it would have easily been in the millions. The fact that the death toll was so low, and that Israel took great pains to warn civilians of an impending attack (i.e. loudspeaker announcements and leaflets dropped) demonstrate that Israel practices restraint unbecoming of a terrorist.

Terrorism is strapping bombs to your children and sending them to blow themselves up on buses or in restaurants. Deliberately targeting civilians with attacks. Israel has done none of that. It is only the Jew hating Jihadist and their Jew hating supporters around the world that even suggest such a thing.

let's see. someone shoots well ver 5 thousand missles into a country, and that country- despite the fact that it can- does not anihilate every inch of the place where the missles were fired from? If that is terrorism, then it is against their own people.
