If its pressure treated wood you don't have to stain it but I would use a sealer once a year.
If it is cedar or fir or pine that has already been stained it wont need stain until it starts to show signs of wear such as discolouration or water absorption.

If it's only wet by rain, and your garage is fairly dry, a day or two should do the trick. The biggest problem with wet wood is if it's still _green_ - if it has ever dried out, you won't need to wait very long. If you can bring it indoors and let it warm up - next to the fireplace is a good spot if you already have some dry wood to burn - just a few hours may be enough. Also, if you have dry wood, just set the damp wood off to one side of the fire, but close enough that it will get hot and dry out. Then just flip it into the fire and let it burn.

Depending upon what part of the country you live, but rule of thumb is every 3 years back east. My son in law is a painter, and that is how often he stains his deck and fencing around the pool.
